Mara Klatt is an Inspector in Alliance Interpol. Following the murder of Chief Inspector Kay Kilbride on June 27, 3304, Klatt was assigned to the tri-superpower taskforce created to apprehend the terrorist organization known as the League of Reparation, working alongside Senior Agent Tanya Ramirez of the Federal Intelligence Agency and Captain Niamh Seutonia of the Imperial Internal Security Service. The taskforce completed its mission and was disbanded on August 10, 3304. Sometime between 3304 and 3307, Klatt was promoted from Deputy Inspector to Inspector.
On March 17, 3307, Klatt reunited with Ramirez and Seutonia to lead the Affiliated Counter-Terrorism unit (ACT), which was charged with bringing the Neo-Marlinist Liberation Army to justice. After months of anti-terror operations and the loss of Seutonia to an NMLA ambush, ACT completed its mission and was officially disbanded by the superpowers on March 7, 3308. Klatt and ACT's other surviving co-leaders were commended for their efforts.

- The Alliance, Empire and Federation, have agreed to close down the Affiliated Counter-Terrorism unit. A joint statement from all three superpowers stated: "ACT's primary mission to locate and destroy the Neo-Marlinist Liberation Army has been successfully accomplished." ACT was formed in March 3307 following the Nine Martyrs attacks, when the NMLA simultaneously bombed multiple starports. The independent taskforce rapidly took the lead in investigating the terrorists, calling upon the resources of many agencies, specialists and freelance pilots. The co-leaders of ACT have now returned to their respective security services. Captain Saskia Landau was personally awarded the Achenar Service Cross by Emperor Arissa Lavigny-Duval, in recognition of her key role in identifying the Lords of Restoration. Landau has now accepted overall command of Imperial Intelligence, reporting directly to the Emperor. Captain Milo Castile, Inspector Mara Klatt, Praetor Leo Magnus and Senior Agent Tanya Ramirez have all been similarly commended for their successes. The joint statement also paid tribute to those members who lost their lives in the fight against terrorism. ACT was formed under the Cornelius-Lasky Convention, which was ratified at the Galactic Summit. The treaty requires governments to cooperate against large-scale threats to civilian populations, and is now commonly viewed as a historic achievement. Since it remains in force, ACT could be reformed in future if a similar threat to the NMLA arises.[1]

- The Affiliated Counter-Terrorism unit is actively investigating Imperial Intelligence, despite the Senate ordering it to cease operations. Inspector Mara Klatt, one of ACT's co-leaders, told the media: "We are convinced that elements within Imperial Intelligence provided support to the NMLA. Our view is that a modified version of the Omega Grid software was supplied to the terrorists, allowing them to build their own dark-comms network. Thanks to Captain Saskia Landau's inside knowledge, we are learning how to detect a unique identifier associated with the network employed by the NMLA. Our actions may have political repercussions, but this taskforce is dedicated to finding and destroying the NMLA. We must follow the trail wherever it leads." Civil and military leaders in the Empire have reacted with outrage, including Senator Zemina Torval: "Are we expected to risk our citizens' lives by letting our security services be compromised? How might the Alliance or Federation respond if we attempted to hack into Interpol or the FIA?" However, a plea for cooperation was made by Princess Aisling Duval: "If nefarious groups within our Empire have helped the NMLA, we must uncover the truth. I firmly believe that the Emperor herself remains in danger, and ACT might help us to learn her fate."[2]

- Terrorist ringleader Theta Seven is defying capture by holding thousands of Far God cultists hostage in the Mudhrid system. Vox Galactica published an on-the-scene report from freelance journalist Redmond O'Hara: "Although the NMLA has been defeated in Mudhrid, the Theta Group bomb-makers remain in control of the Sacrosanct megaship. With so many lives at stake, ACT has focused all its efforts to resolve this tense situation. We've heard that Senior Agent Ramirez and Inspector Klatt have both tried to open negotiations directly with Theta Seven. It is hard to imagine what they might offer him in terms of clemency, but they're obviously determined to prevent further deaths at the NMLA's hands. After speaking to one of ACT's tactical advisors, I can reveal that Captain Castile's commando unit tried and failed to board the Sacrosanct as it did the Steel Majesty. This is apparently because the vessel is specially modified to prevent external access, in order to provide the Far God cultists with a sanctified environment during their pilgrimage. Speaking of the cultists, they may not have accepted their predicament quite as passively as expected. Internal power failures detected within the Sacrosanct's hyperdrive systems may well be a result of sabotage, and would explain why it hasn't left the Mudhrid system. Perhaps in their own way, the Thargoid-worshippers are seeking justice for those murdered by Theta Seven's appropriation of their deity's 'holy' caustic enzymes."[3]

- Evidence that Imperator Hadrian Augustus Duval masterminded the NMLA terror campaign cannot be authenticated, according to ACT. Inspector Mara Klatt, one of ACT’s joint leaders, delivered this report: "We have rigorously analysed data provided by the Landgrave of Mudhrid that contains detailed instructions from Hadrian Duval. The content undoubtedly arranges the starport bombings, but its source is inconclusive. It now seems highly plausible that his identity was faked by the NMLA." Hadrian Duval made an announcement via the Paresa News Network: "There can no longer be any doubt that the NMLA planted a false trail in order to incriminate us. They aim to slay every Duval and demolish Imperial traditions, a goal that the Federation is clearly happy to support. Lady Astrid and I are deeply grateful to the Nova Navy, and all the other pilots who helped to defend our honour." The Federal Diplomatic Corps confirmed that the League of Mandu, which was defeated by Nova Imperium, will withdraw from the Paresa system but made no reference to ACT's report. Praetor Leo Magnus, head of security for Nova Imperium and a former IISS officer, has been seconded to ACT. He will serve as a replacement for the deceased Captain Niamh Seutonia.[4]

- *Pilots Federation ALERT*
The Mudhrid system conflict has ended with the Epsilon Fornacis Empire Group overcoming the Neo-Marlinist Order of Mudhrid. This was triggered by ACT discovering that the Neo-Marlinist faction had provided transports and logistical support for the NMLA's attacks against nine starports. The Epsilon Fornacis Empire Group has thanked all pilots who contributed to its triumph. Rewards are now available at Payne-Scott City in the Mudhrid system. Landgrave Arastin Delacroix, ruler of the Neo-Marlinist Order of Mudhrid, has so far evaded capture. He managed to broadcast this message: "Those brave warriors who fought for our cause can receive recompense at the Steel Majesty. One day we will slay the Duvals and bring revolution to the Empire!" Inspector Mara Klatt of ACT told the media: "This is a definite victory against the NMLA. It also provides an insight into their modus operandi – promising disenfranchised or delusional leaders, such as Landgrave Delacroix, increased status in the new Republic should they succeed. We assume they used similar third parties to support the Alliance and Federation bombings. Our agents are gathering information, but it's clear that the NMLA's network is more advanced and widespread than we first suspected."[5]

- The Affiliated Counter-Terrorism unit (ACT), formed by all three superpowers to combat the NMLA, has launched its investigation. The organisation has been working closely with Alliance Interpol, the Imperial Internal Security Service and the Federal Intelligence Agency to collate data on the terrorist strikes against nine starports. Captain Niamh Seutonia, one of ACT's joint leaders, told the media: "Initial forensic results from the targeted stations suggest the use of a more compact bomb design than in previous attacks, possibly constructed on-site. Worryingly, the NMLA's new generation of weapons seem to be easier to transport and conceal. The good news is that a comparison of reports has revealed one very promising lead. I will personally take a team to follow this up, and we're hoping for an early breakthrough." Inspector Mara Klatt also provided a brief progress report: "Our working theory is that the NMLA employs an undetectable interstellar communications system to coordinate its attacks. A similar dark-comms network was used by the League of Reparation before we decrypted it, but this version is evidently more sophisticated. We are liaising with local security services to gather evidence."[6]

- The Alliance, Empire and Federation have created a centralised agency dedicated to investigating and eliminating the NMLA paramilitary group. The new Affiliated Counter-Terrorism unit (ACT) is a direct result of the Cornelius-Lasky Convention, which was signed at the Galactic Summit. This treaty requires the superpowers to share information on any large-scale threats to civilian populations. With a combined death toll rising over half a million, the recent starport bombings have obtained such status. ACT will be jointly led by the veterans of the tri-superpower taskforce that defeated the League of Reparation in 3304: Captain Niamh Seutonia of the Imperial Internal Security Service, Inspector Mara Klatt of Alliance Interpol, and Senior Agent Tanya Ramirez of the Federal Intelligence Agency. Captain Seutonia gave a brief statement: "ACT is an independent organisation dedicated to bringing the NMLA to justice. We will draw resources from Alliance, Empire and Federation security forces and elsewhere. However, we foresee the need for even larger numbers of dedicated personnel. Therefore, we have contacted the Pilots Federation for permission to invite independent pilots to gather information for us when necessary." Pilots are advised that civilians still require transportation from damaged starports in the Achenar, Alioth, Eotienses, Gateway, Kamadhenu, Lave, Nanomam, Rhea and Sol systems.[7]

- The medical ship transporting Riri McAllister to an advanced medical facility for further treatment vanished. Deputy Inspector Mara Klatt issued a statement: "Having lost contact with the vessel we despatched ships to its last known location. We found only debris, suggesting the ship was attacked and either vaporised or hijacked. Either way, we assume the transport's crew to be dead. This may have been another act of vengeance from those affected by the League's fanaticism. Alternatively, someone connected to the League may have wanted to silence McAllister to prevent her from revealing information. It's also plausible that this was a rescue mission, and that McAllister was liberated by surviving members of the League. The League of Reparation is no longer considered a threat. As such, the tri-superpower taskforce formed to investigate them has been disbanded. Agents from Alliance Interpol, the Federal Intelligence Agency and the Imperial Internal Security Service have returned to their regular duties. Meanwhile, Riri McAllister has been listed as missing rather than dead. Although her survival is unlikely, we cannot ignore the risk that the woman once known as Nexus may one day reappear to pursue her twisted beliefs."[8]

- Deputy Inspector Mara Klatt briefed the media on the status of Riri McAllister after she was shot and hospitalized during her trial at the Alliance Chamber of Justice on Turner's World, Alioth: "Shortly after McAllister took the stand she was struck by a single shot from the visitors' gallery. She is now in intensive care and awaiting transport to an advanced medical facility. Assuming she recovers, the trial will continue at a later date. The shooter has been identified as Polly Cartesius, daughter of Nestor Cartesius, an Imperial senator murdered by the League of Reparation. She used a concealed laser firearm specially designed to avoid security scans. She did not resist arrest, and it is clear that this was an act of revenge for her father's death. As she is an Imperial citizen, we have extradited her to the care of the IISS."[9]

- Following the tri-superpower taskforce's declaration that the League of Reparation had been dismantled, Deputy Inspector Mara Klatt spoke to the media about Riri McAllister: "McAllister voluntarily revealed a surprising amount of information during questioning. It seems the League began building its forces a few years ago, recruiting misguided obsessives and mercenaries. They targeted INRA descendants to whom they could gain easy access, murdering dozens of innocent people. After Commander Jameson's ship was discovered, the League started targeting high-profile individuals and leaving the 'For Jameson' message. This was designed to generate exposure and spread terror to families with an INRA connection. McAllister has confessed to being the original architect of the League. As for her motivation, she insists she is a direct descendant of Commander John Jameson, and that her duty was to avenge his death. In fact, McAllister is registered as an orphan of unknown lineage, meaning that we cannot verify her claim. Our suspicion is that this is a long-held delusion or a product of a psychological disorder."[10]

- At a special press conference, Deputy Inspector Mara Klatt of Alliance Interpol finally broke her silence: "Prior to her death at the hands of the League of Reparation, I worked closely with my predecessor Chief Inspector Kay Kilbride. She revealed how Fleet Admiral Buchanan's assassination could only have been arranged by a senior figure within the Alliance Defence Force. She was patiently amassing evidence pertaining to this – a task that I inherited when she died. Information decrypted from the League's comms network has confirmed Kilbride's suspicions. I can also confirm that the arrest of Admiral George Varma was due to false leads – misdirection on the part of Varma's protégé within the Alliance Defence Force, Rear Admiral Riri McAllister. Rear Admiral McAllister is Nexus, the League's central coordinator. She has now been arrested and formally charged with conspiracy to commit terrorism. We have released Admiral Varma with our apologies. The decrypted data has also revealed the location of two major League enclaves. The taskforce is organising an operation to eradicate these groups, which we hope will be supported by the galactic community."[11]

- Admiral George Varma of the Alliance's Council of Admirals is arrested by Captain Niamh Seutonia and Senior Agent Tanya Ramirez on suspicion of being "Nexus", the main coordinator of the League of Reparation. The involvement of Imperial and Federal agents in the apprehension of an Alliance admiral causes diplomatic ripples. Alliance Prime Minister Edmund Mahon urges calm: "This has come as a great shock, but the body of evidence against Admiral Varma is considerable. I am confident that the trial will be fair, and that our own representative within the tri-superpower taskforce will ensure that justice is done." Deputy Inspector Klatt was once more unavailable for comment.[12]

- Following the announcement of several successful raids against the League in Federal and Imperial space that likely crippled the organization, Milo Vesper of The Alliance Tribune published an editorial demanding answers about the lack of similar raids in Alliance space in the wake of Chief Inspector Kilbride's death. Deputy Inspector Mara Klatt continued to be unavailable for comment.[13]
27 JUN 3304
- Chief Inspector Kay Kilbride has been murdered by terrorist organisation the League of Reparation, along with four other agents of Alliance Interpol. The incident took place in the city of New Rossyth on Turner's World. A spokesperson for Interpol released a brief report: "Chief Inspector Kilbride was acting on information that a League cell was operating from an abandoned foundry complex in New Rossyth. She led an assault team with the intention of capturing the terrorists. Preliminary forensics suggest that the entire complex was rigged with concealed explosives. Kilbride and four of her colleagues were killed instantly, with seven others injured." Kilbride was one of three founding members of the tri-superpower taskforce investigating the League of Reparation. The other two, Captain Niamh Seutonia and Senior Agent Tanya Ramirez, made a rare joint statement on behalf of the Imperial Internal Security Service and the Federal Intelligence Agency: "This is a sad day. We have lost one of our greatest champions in the fight against terrorism. It's clear that the Chief Inspector was personally targeted with misinformation designed to lure her into a trap – an act of retaliation for her recent successes against the League. Although we mourn the loss of Inspector Kilbride, our work continues. Alliance Interpol has assigned Deputy Inspector Mara Klatt to assume the role of taskforce liaison. We look forward to working with her to eliminate this fanatical organisation." Deputy Inspector Klatt was unavailable for comment.[14]
